Stalled in committee, H.B. 213 would change the liquor excise tax to one on the retail transaction. All consumers would pay an excise tax equivalent to two percent of the price of beer, three percent of the price of wine, and four percent of the price of spirits. Retailers are defined as any person having a place of business who sells alcoholic beverages.
