House Bill 1391 and Senate Bill 801would allow Baltimore County to issue an on-site consumption permit to a holder of a Class 5 brewery license (e.g. Diageo) that authorizes the holder to sell, for on-premises consumption, up to 5,000 barrels of beer brewed at the licensed premises each year. The brewery must be located in an enterprise zone and on-premises consumption hours are limited. The bill also authorizes sales of beer brewed at the premises in excess of 5,000 barrels in a year, but only if the holder purchases the excess beer from a licensed wholesaler.
