Stripped of its privatization provisions in the Senate after passing the House, House Bill 1690 now provides for, among many provisions, expanded wine and liquor permits for restaurant-hotel licensees, the creation of the Pennsylvania Malt and Brewed Beverages Industry Promotion Board to provide grants for the purpose of increasing the production of Pennsylvania-made malt and brewed beverages, the ability of retail licensees and breweries to run mug clubs, a brewery licensee to obtain a permit to offer products for sale at farmers’ market, and a tax credit for brewers not to exceed $200,000 in a calendar year based on qualifying capital expenditures.
