Senate Bill 76 proposes a comprehensive rewrite of the statutes governing the regulation of alcohol. According to the bill’s sponsor, the proposed statutory provisions retain the three-tier licensing system, but create more flexibility for small manufacturers; create a new endorsement system to expand the boundaries of licensed businesses and accommodate special events; create a new license for internet sales of alcohol; create local control in community population limits; add mechanisms to prevent underage access to alcohol; and regulate common carriers who deliver alcohol.
