TTB Moving to all Electronic Payments and Disbursements

Effective September 30, 2025, and in accordance with Executive Order 14247, the Alcohol and Tobacco Tax and Trade Bureau (TTB) will mandate electronic disbursements for all transactions. They will cease issuing paper checks for all disbursements, including tax refund and drawback claims. They also plan to require that all payments be made electronically, as soon as practicable. This process will occur directly through your bank and detailed instructions on how to add, edit, or change your account can be found on TTB.gov.

The following forms will be updated to include sections for providing banking information:

To pay your excise taxes, the TTB encourages transitioning to electronic payments through Pay.gov or other electronic funds transfer as soon as possible. Note that payments must be made by 8:55pm Eastern Time the business day prior to the due date.

While the Executive Order outlines some exemptions, none appear to readily apply to refunds and payments of excise tax.
