Taproom Clarity, Shipping Bill for Brewers Passes in Nevada

The Brewers Association (BA) is proud to announce that in the final hours of the last day of the 2025 Nevada Legislative Session, Assembly Bill (AB) 404 passed through its final hurdle, securing final passage on a 19-2 vote. This bill was the result a year of negotiation and stakeholdering between the Nevada Craft Brewers Association, the BA, the wholesalers’ lobby, and organized labor.

While the final bill does not contain everything we were hoping for at the outset, it accomplishes several important goals. The bill explicitly authorizes satellite taprooms, ending longstanding uncertainty and protecting substantial opportunities for the state’s craft brewers. It also authorizes Nevada brewers to ship beer directly to consumers outside of the state, allowing them to engage consumers in the states that authorize such shipments. The original bill language also included limited self-distribution, some provisions governing special events permits, and direct-to-consumer shipping within Nevada as well.

“Assembly Bill 404 is a step—a small, small step—forward to help Nevada brewpub operators,” said Senator Edgar Flores (D-Las Vegas) in his floor statement announcing the bill for the final vote.

“We are pleased after a long road of negotiations that our bill, AB 404, passed without opposition,” said Wyndee Forrest, co-owner of CraftHaus Brewing in Henderson and former President of the Nevada Craft Brewers Association. “It brings much-needed modern tools for our breweries to open additional channels of distribution with shipping direct-to-consumer and ensures our taprooms can grow and flourish. We plan on continuing to champion the Nevada brewing community for many sessions to come.”

The bill now heads to Governor Joe Lombardo, where he is expected to sign the measure into law.
