Proposed TTB Ingredient Labeling Rulemaking Withdrawn

On March 21, 2025, proposed ingredient labeling rulemaking—which would have explored required ingredient labeling for malt beverages, distilled spirits, and wine—was withdrawn. The rulemaking could have resulted in mandated ingredient disclosure on all beers that qualify as “malt beverages.”

While ingredient labeling is off the table, proposed rules on mandated alcohol facts and content information, and mandatory disclosure requirements for nine major allergens (milk, eggs, fish, crustacean shellfish, tree nuts, wheat, peanuts, soybeans, and sesame) remain pending and are open for comments through April 17, 2025. The Brewers Association (BA) plans to submit comments prior to the deadline, building not only on our comments and testimony previously submitted to the TTB, but also with the inclusion of member feedback.

If either of those regulations are approved, a five-year phase-in period would allow most producers to use up existing label and can inventories before any new rules become mandatory. Additionally, the proposal would permit those label changes to be made without the need for a new federal Certificate of Label Approval (COLA).

The BA continues to work hard to ensure that the voices of small and independent producers are heard in order to protect their interests.
