Principles for Cannabis and Intoxicating Hemp

Cannabis and hemp products, including intoxicating beverages, are now prevalent in markets across the country, stemming from the 2018 Farm Bill which defined their legal use. Unfortunately, regulation of this new and emerging market has lagged behind their proliferation.

The Brewers Association (BA) views the status quo as chaotic and unsustainable for such socially sensitive products, and urges federal and state lawmakers to enact legislation establishing clear and transparent regulatory structures that protect the public while offering a pathway for commerce in cannabis and hemp products. With many BA members already participating in production, co-packing, and sales of cannabis and intoxicating hemp beverages, we created our guiding principles for examining legislation and regulation of these new products.

The BA looks forward to working closely with state brewers guilds to navigate the evolving landscape of intoxicating hemp beverages and support clear, consistent regulations that prioritize safety, quality, and market stability.
